![]() One hides him from tourists (as a deception-type henchman he stays in the casino and works as a super-valet) which could be great to let him focus on agents if it did not constantly drain his smarts, and it seems like enemy agents have a pretty good chance to simply ignore his second ability which works as a special attraction in the casino (he starts performing tricks). Her other skill also kinda sucks, an area-of-effect heal sounds great until you notice it also affects enemies. I use henchmen to minimize casualties so I only call on her in dire situations, but she is fantastic if you don't care about teamkills. She can technically outdamage any other henchman including Jubei if she hits her area-of-effect poison clouds just right but the catch is that those clouds also affect your own minions so you usually end up with more bodybags than if Magnolia wasn't there. I hear people say Magnolia is great and I actually agree. Sadly only 6 shots, and once they are shot he becomes a pretty meh melee fighter. His agent confusion skill is pretty useless but his revolver deals a lot of damage. Those missions have a super-low cooldown and they spawn in several areas at once so it's entirely possible to get through early & midgame with just that for finances. They come in two flavors: One reduces heat in a region by -75 instantly with no wait time or cost and the second one gives you 120k gold in return for a couple basic minions - much better than anything you can get until tier3 outpost missions with almost no investment. She does have a lot of health and both her skills (poison single target / stun entire group of enemies for 5s including super-agents) are pretty good but her real strenght comes from the bonus missions she unlocks on the world map. Fugu is not really that amazing in combat. If I'm not getting Jubei first she's the one I pick. She's also a ranged attacker which, while great in itself, is sadly wasted on her because she's such a great melee tank. IRIS is kind of the exact opposite of Jubei: She is a supreme meatshield thanks to her regeneration skill AND she can summon guards thanks to her camera skill so they can use ranged weapons while she is tanking 4+ enemies at once without breaking a sweat. Later one he gets a bit squishy (facing exceptional and great enemies) and he sometimes gets stuck thanks to being melee but with some meatshield to tank for him he's justice agents worst nightmare. Definitely a must-have early on to easily deal with 5-man Investigator stacks or to wipe entire super-agent squads by himself. Jubei is great just like in the first game thanks to being able to teleport anywhere in your base, but now he also has a damage buff that can stack up to five times which makes him the deadliest combatant by far. I think most people would agree with this list but here's an in-depth for the unconvinced: A-Tier are all pretty decent but usually have some drawbacks and Story-Tier is the kind of henchman you should get if you're interested in their story - ingame they are utterly useless compared to the other tiers. S-Tier are the ones you should focus on getting as fast as possible.
